auf- + ziehen

auf-
upward, toward a higher or developed state
ziehen
to pull or draw

Pull something upward or bring it along as it develops: a child is raised, while a clock’s mechanism is wound.

So aufziehen means to raise or bring up; to wind (a clock). The teasing sense is idiomatic and is not explained by this word-building aid..

A memory aid, not a rule: prefixes change meaning from verb to verb.
